South Yorkshire Mayor Oliver Coppard says he wants more local influence over the proposed Whitestone Solar Farm.
The huge renewable-energy scheme would cover land between Doncaster and Rotherham, and includes solar panels alongside battery-storage infrastructure.
Coppard has publicly opposed the current proposal, describing the scheme as too large and in the wrong location.
He has also argued that communities and local leaders should have greater influence over whether developments of this scale go ahead.
Whitestone is classed as a Nationally Significant Infrastructure Project.
