The owners of a shop in Doncaster have been ordered to pay £2,436.14 towards the costs of enforcement action taken against them.
City of Doncaster Council said the action was "overwhelmingly necessary" to prevent criminal activity.
The council added that illegal tobacco and vape sales can damage legitimate businesses as well as creating public-health concerns.
The case was brought by the council's Trading Standards team.
